What Delaware does do is offer Professional Incentive Programs. These are merit-based recruitment programs with loan repayment provisions. They are basically student loan forgiveness programs. These occupational areas are covered:

speech and language pathology
School loans will be forgiven in exchange for working in your field in the state of Delaware.
The Seed Scholarship Program is the main scholarship program in Delaware.
The award is full-time tuition at the Delaware Technical & Community College or the Associate of Arts program at the University Of Delaware.
Requirements are that you be a Delaware high school student with a GPA of at least 2.5 and no felony convictions.
The Delaware State Inspire Scholarship has been approved for students graduating from Delaware high schools and attending Delaware State University.
The award is six semesters of tuition (same as the Seed Scholarship)
Requires that students maintain a GPA of at least 2.75.
