Delaware Higher Education CommissionDelaware does not have a separate state loan program for its students. The Delaware Higher Education Commission contracted with American Education Services (AES) to be the federal loan guarantor for FFELP loans, but this program has ended. Now all federal loans from the government are available through the Direct loan program. There are no special benefits for citizens of Delaware attached to these loans. . What Delaware does do is offer Professional Incentive Programs. These are merit-based recruitment programs with loan repayment provisions. They are basically student loan forgiveness programs. The Delaware State Inspire Scholarship has been approved for students graduating from Delaware high schools and attending Delaware State University.
