The North Carolina State Education Assistance Authority provides more than $600 million per year in college grants and scholarships to its students.

All state college loans, grants and scholarships require students to fill out the FAFSA .

Make sure you check the North Carolina FAFSA deadline before you apply for free grants so your applications will be on time. (For federal student loans, education grants or scholarships, you have more time.)

Some state sponsored grants overseen by the North Carolina State Education Assistance Authority are the:

  • Certain Private Education Institutions Grant (CPEI)- award amount varies from year to year
  • Education Access Rewards North Carolina Scholars Fund (EARN)- award is $4,000 per year-canceled
  • John B. McLendon Scholarship Fund- award is $1,250 per year
  • North Carolina Education Lottery Scholarship (ELS)- awards range from $100 to $2,500 per year
  • North Carolina Education and Training Voucher Program (NCETV Program) (for foster and former foster kids)- $5,000 per year
  • North Carolina Legislative Tuition Grant Program (NCLTG)- award is $1,950 per year
  • North Carolina Student Incentive Grant (NCSIG)- award is $700
  • State Contractual Scholarship Fund (SCSF)- award is $1,350 per year
  • University of North Carolina System Need-Based Grant- awards amount depends on legislative appropriation
  • North Carolina School of Science and Mathematics Tuition Grant- award is tuition for 4 years at a North Carolina public university
  • Nurse Scholars Program (NSP) [Undergraduate Program]- award amount is $3,000 per year for A.A. students and $5,000per year for B.A. students
The Education Access Rewards North Carolina Scholars Fund (EARN) was canceled in the fall of 2009. These grants had replaced loans for low income students, but the state legislature decided that it was nolonger affordable.




None of the grants managed by the North Carolina State Education Assistance Authority have repayment conditions.

The North Carolina State Education Assistance Authority also has programs which can be either college loans or grants depending on whether graduates fulfill their service obligations. These are:

  • The Board of Governors' Dental Scholarship-Loan Program (BGDSL)
    • for students who have been admitted to the Dental School at UNC-Chapel Hill, demonstrate financial need, and will practice dentistry in North Carolina
    • award is a stipend of $5,000 plus plus tuition, mandatory fees, medical insurance, a laptop computer and required dental equipment
    • must be repaid either through service as a dentist in North Carolina or through cash repayment with 10% interest

  • The Board of Governors' Medical Scholarship-Loan Program (BGMSL)
    • for students who have been admitted to a medical school in North Carolina, demonstrate financial need, and will practice medicine in North Carolina
    • award is a stipend of $5,000 plus tuition, mandatory fees, medical insurance and a laptop computer
    • medical school loan forgiveness is granted through service as a doctor in North Carolina or graduates can make cash repayment with 10% interest

  • Future Teachers of North Carolina (FTNC)
    • for a North Carolina junior or senior enrolled full-time in a teacher education program and agrees to become certified in Math, Science, Special Education or English as a second language and agrees to teach in this subject in North Carolina
    • award is $6,500 (if awarded to a junior-it may be renewed as a senior)
    • student loan forgiveness for teachers is granted to graduates who teach in North Carolina for 3 years or graduates can make cash repayment with 10% interest

  • Health, Science and Mathematics Student Loan Program (HSM)
    • for full-time North Carolina students who are pursuing degrees in health, science and mathematics programs and have unmet financial need
    • maximum award amounts are $3,500 for 2 years for an A.A.; $5,000 for 3 years for a B.A.; $6,500 for 2 years for an M.A.; $8,500 for 4 years for a P.H.D.
    • student loan amnesty/forgiveness is granted to graduates who work in their field in North Carolina at the rate of one year service for each loan year or graduates can make cash repayment with 10% interest

  • Masters Nurse Scholars Program (MNSP)
    • for North Carolina students e pursuing degrees to become registered nurses and practice in North Carolina
    • award is $6,000 for full-time study for 2 years or $3,000 for part-time study for 3 years
    • forgiveness of the nursing student loanis granted to graduates who work in their field in North Carolina at the rate of one year service for each loan year or graduates can make cash repayment with 10% interest

  • Millennium Teacher Scholarship Loan Program (MTSLP)
    • for worthy and needy North Carolina resident high school seniors who are interested in teaching in North Carolina public schools
    • award is $6,500 per year for 4 years
    • student loan forgiveness for teachers is granted to graduates who teach in public schools in North Carolina at the rate of one year service for each loan year or graduates can make cash repayment with 10% interest

  • Nurse Education Scholarship-Loan Program (NESLP)
    • for North Carolina students who are accepted into nurse education programs which lead to licensure in North Carolina as a Licensed Practical Nurse (LPN) or a Registered Nurse (RN)
    • awards range from $2,000 to $5,000 depending on individual need- ADN maximum is $6,000; LPN maximum is $3,000; BSN maximum is $20,000
    • forgiveness of the nursing student loan is granted to graduates who work in their field in North Carolina at the rate of one year service for each loan year or graduates can make cash repayment with 10% interest

  • Nurse Educators of Tomorrow Program
    • for North Carolina students enrolled in a Masters or Doctoral degree program that leads to becoming a nursing instructor in an approved program
    • awards for a Masters are $15,000 for 2 years; awards for a Doctorate are $15,000 for 3 years
    • forgiveness of the nursing student loan is granted to graduates who teach as nursing instructors in North Carolina at the rate of one year service for each loan year or graduates can make cash repayment with 10% interest

  • Nurse Scholars Program (NSP)
    • for North Carolina students who have chosen to enter the nursing profession (merit-based)
    • awards are for 3 years: $3,000 per year for an ADN; $3,000 per year for a Hospital Diploma in nursing; $5,000 per year for a BSN; $2,500 per year for part-time RN to BSN
    • forgiveness of the nursing student loan is granted to graduates who practise nursing in North Carolina at the rate of one year service for each loan year or graduates can make cash repayment with 10% interest

  • Optometry Scholarship-Loan Program (OSL)
    • for North Carolinian students studying optometry at one of three participating optometry schools located in other states
    • award is a tuition reduction of $13,100-$13,900 per year
    • student loan amnesty/forgiveness is granted to graduates who practise optometry in North Carolina at the rate of one year service for each loan year or graduates can make cash repayment with 10% interest

  • The Principal Fellows Program (PFP)
    • for North Carolinians with teaching experience who want to enter the field of education administration in North Carolina public schools
    • award is $30,000 for a first year fellow- minus tuition; second year fellows get 60% of current beginning assistant principal monthly salary multplied by 10, plus $4,100- minus tuition plus 40% of current beginning assistant principal monthly salary multiplied by 10 :)
    • student loan amnesty/forgiveness is granted to graduates who serve as an administrator for a minimum of 4 years or graduates can make cash repayment with 10% interest

  • Physical Education-Coaching Scholarship-Loan Program (PEC)
    • for North Carolina students in a degree program who want to teach and coach in public schools in the state
    • award is $4,000 per year for 4 years
    • student loan amnesty/forgiveness is granted to graduates who coach in public schools in North Carolina at the rate of one year service for each loan year or graduates can make cash repayment with 10% interest

  • North Carolina Prospective Teachers Scholarship-Loan Program (PTSL)
    • for North Carolina students who are pursuing college degrees to become teachers in the public schools of North Carolina (merit-based)
    • award is $2,500 per year for freshmen and sophomores and community college students; $4,000 per year for juniors and seniors
    • student loan forgiveness for teachers is granted to graduates who teach in North Carolina at the rate of one year service for each loan year or graduates can make cash repayment with 10% interest


    North Carolina State Education Assistance Authority and CFNC (College Foundation- North Carolina)

    Although some North Carolina schools use the Direct Federal Student Loan Program the North Carolina State Education Assistance Authority has a close partnership with CFNC, a nonprofit corporation. Their subsidiary, CFI, (College Foundation INC.) is the central loan originator and servicer for North Carolina's Federal Family Education Loan Program (FFELP).

    In the past, North Carolina students gained significant benefits by taking out their federal loans through CFI and the North Carolina State Education Assistance Authority encouraged them to do so.

    Because of the credit crisis, these benefits have been greatly reduced.

    At this time, CFI offers to pay the federal origination and loan default fees for their borrowers. They also will reduce your interest rate by .25% when you make payments by automatic draft.

    Although this benefit is offered by most lenders as well as the U.S. Department of Education, the North Carolina State Education Assistance Authority continues to support the CFI loan.

    CFI also offers private student loans for North Carolina students:

    North Carolina's EXTRA Education Loan

    • only available after all other aid has been applied for
    • maximum amount is the cost of attendence (COA) minus other aidinterest rate is 3-month LIBOR + 3%, adjusted quarterlydeferment while enrolled, 6 month grace period, repayment 10-30 years (depending on total amount)
    • no origination or default fees; .50% interest rate reduction for automatic payment

    The North Carolina State Education Assistance Authority encourages the use of this loan after other financial aid is exhausted.

Combined with the financial aid available from North Carolina's colleges, these students are better equipped to meet college costs than those in other states.
