ANSWER:
If a student has already achieved a B.A., a Pell grant cannot be given for another degree. As long as the student is an undergraduate (if for instance, the student has an A.A. or a certificate) Pell grants can be awarded.
There are only a couple of exceptions to this rule. If a student has earned a B.A. from a foreign institution and their U.S. school has determined that it is not the equivalent of a B.A. earned at a U.S. school, the student may be eligible for a Pell grant.
There is also a very obscure situation where a student pursuing a teaching certification after getting a B.A., may qualify, as long as it does not lead to a graduate degree, and the school does not also offer a B.A. in Education, and the license or certificate is their first, and it is required by law in order to teach in an elementary or secondary school in that state.
In general, if the student is still an undergraduate, they can pursue different degrees with Pell grants, as long as the student has not met the requirements for a B.A. in any field.
