My GPA from first quarter was not too good. so it is now second quarter and all of my Pell grant financial aid had been processed, and everything was paid for. I received my refund check. There was to be another refund check due to another scholarship I received, that was sent in late. All of a sudden, my account goes from receiving another refund check, to my Pell grant reducing, and now I owe the university money. WHAT IS GOING ON?

Obviously, you must contact your financial aid office to find out why your Pell grant was reduced. One thing that is not possible, is that it was reduced because you were getting another scholarship. Pell grants are never reduced because of other aid.
If you did not complete the number of credits required for your Pell award, then that could be the explanation.
In general, when grades are simply low so that SAP is not being met, most schools put the student on probation for a semester. However, as long as the school has a consistent policy for all their students (and an appeal process) the government gives a lot of leeway. If, after you talk to your financial aid office, you wish to double check their policies, you can call 1-800-433-7327 and they will direct you to an office that handles Pell grants.
