Apparently, many people were leaving it blank and flags were being raised by Selective Service when they could not verify registration (of females).

It was felt that originally it was too close to pre-filled data, and so it was being overlooked.  If it had not been caught this early, financial aid might have been delayed until the issue was resolved.
