Pell Changes

This is awful. They should have just left this alone.
Reply: I agree that changing the federal Pell grant qualifications should have waited until the extra funding was in place, instead of taking the money from those who already qualified.
But once the law was passed, the Department of Education had no choice but to figure out a way to comply with it.
And community colleges really have no way to help these students. If they artificially inflate costs for them (so they can qualify for a higher award)- well that would be against the guidelines established for using professional judgment. And raising tuition for everyone wouldn't be fair to students who did not qualify for Pell grants.
