Summer Pell Grant Guidelines?

I have 25 credits for the combined Fall and Spring terms. I have read that I am eligible for a full Summer Pell but my financial aid office says no, that I am only eligible for $692. The reason is because during the Fall term I received 9 credit hours and 16 credit hours for the Spring term which constitutes a 3/4 Fall student and a full Spring student. Apparently the 24 + credit hour stipulation is only applicable if there is a minimum of 12 credit hours received per term for two consecutive terms. Is this correct? Or is there a way that I may still receive my full grant for the Summer term of which I am enrolling for 17 credit hours? I don’t want to apply for a student loan if I am still eligible for Pell.

ANSWER:

I'm sorry; your financial aid office is correct. You need to have completed a full-time load (12+ credits) for both the previous fall and spring semesters.

*Update*
The second Pell award in a year has been eliminated due to budget cuts.
